40,000 Gujarat preschools remain closed to protest registration rules

round 40,000 preschools in Gujarat remained closed on Tuesday, December 3, to protest against the state government’s registration rules, the association of preschools said.
The government asked all preschools to register by February 2025. However, confusion over the rules has delayed the process. Preschools that don’t register by the deadline won’t be allowed to run.

Sagar Nayak, the association’s spokesperson, said about 10 lakh children were affected as schools shut to highlight issues in the registration policy.Sagar Nayak said preschools have repeatedly asked the government to review the registration rules, but their concerns remain unresolved.
He highlighted confusion around the required building use (BU) permit. Most preschools operate on a small scale, and authorities have asked for an educational BU permit.The association has requested flexibility, allowing preschools to use any BU permit (residential, commercial, or educational) or a structural stability certificate in its absence.Gujarat
Nayak also suggested replacing the mandatory 15-year lease agreement with a simpler 11-month notarised rent agreement to ease the process.Additionally, he proposed that individuals, such as proprietors or co-owners, be allowed to register preschools instead of requiring a trust, as stated in the current policy.
