Kerala eases dry-day norms, allows toddy in star hotels under new liquor policy

The Kerala government has announced its liquor policy for 2025-26, with a focus on promoting tourism through changes in licensing for alcoholic beverages at hotels and events. Excise Minister MB Rajesh outlined the key provisions of the new policy on Thursday.

Under the revised rules, three-star, four-star and five-star hotels will be eligible for temporary liquor licences for hosting destination weddings and international conferences on dry days. This marks a shift from the earlier policy, which enforced a dry day on the first day of every month.

“These licences will be granted based on event bookings,” Rajesh said. “The fee is set at Rs 50,000 per event, and applications must be submitted at least seven days in advance,” he added.

The new policy also introduces provisions for toddy, a locally produced alcoholic beverage. Hotels in the eligible star categories will be permitted to serve toddy, sourced from authorised toddy shops, on the basis of a permit issued by the deputy excise commissioner.

The state also plans to explore the export potential of toddy, as part of a wider effort to support traditional industries and enhance Kerala’s tourism offerings.
